How to Advertise on VK Ads: Reach, Formats, Costs and Who Can Actually Buy

An independent guide to VK Ads: what VK reaches in Russia, what changed when myTarget was folded into the unified platform, how targeting and measurement work, what it costs, and the sanctions and payment constraints that decide whether a Western advertiser can buy it at all.

VK Ads is the advertising platform of VK Company, the Russian technology group behind VKontakte, Odnoklassniki, VK Video, VK Clips, Mail.ru, Dzen and the RuStore app store. Inside Russia it is one of two platforms that matter at scale, alongside Yandex on the search side. Outside Russia it is the platform most often written about inaccurately, because two separate things changed at once: VK rebuilt its ad stack, and the legal position of foreign buyers moved sharply in the other direction.

This guide separates those two questions. First, whether you can lawfully and practically buy VK Ads at all, which for many readers is the only question that matters. Second, if you can, what the platform actually is after myTarget was folded into it, what it reaches, how it targets and measures, and how it is transacted. It names no agencies and recommends none.

What VK is and what it actually reaches

VK Company reports audience figures quarterly, and those self-published numbers are the only regularly updated reach data for the platform. In its results for the second quarter of 2026, VK stated that VKontakte’s average daily audience in Russia grew by 5 million year on year to 65.2 million users, and that the social network’s average monthly audience in Russia rose by 1.8 million against the same period of 2025 to 94.3 million users. The company reported VK Video’s average monthly audience in Russia at 83.1 million, up 11 percent, and said average daily views of VK Clips rose 15 percent year on year to 3.4 billion.

83.1M

Treat those as company-reported rather than audited, the same caution that applies to any platform’s own reach claims. The revenue line is a useful cross-check on commercial momentum: VK reported online advertising revenue of 26.7 billion rubles in the second quarter of 2026, up 14 percent year on year, and 48.6 billion rubles for the first half, up 8 percent.

The reason VK’s inventory consolidated so quickly is structural rather than competitive. Roskomnadzor restricted access to Facebook in March 2022 and to Instagram shortly afterwards, and on 21 March 2022 the Tverskoy District Court in Moscow recognised Meta as an extremist organisation and banned its activity in Russia, with the court noting that the decision did not extend to WhatsApp as a messenger. Google suspended all of its advertising in Russia in March 2022, covering search, display and YouTube. A large pool of domestic advertising demand had nowhere obvious to go except VK and Yandex, which is the single most important thing to understand about VK’s position today. For the search side of that same story, see our Yandex platform guide.

For market scale, the Association of Communication Agencies of Russia, AKAR, put the total 2025 Russian advertising market at roughly 980 billion rubles, up 8.5 percent on 2024, with the internet services segment at 510.1 billion rubles, up 9 percent. Growth has slowed markedly from the post-2022 rebound, so the demand shift into VK is largely a completed event rather than an ongoing surge.

Who can buy VK Ads now

This section describes published restrictions. It is not legal advice, and it cannot be, because the answer depends on where your buying entity is established, who controls it, and which consolidated list binds it on the day you contract.

On 13 July 2026 the Council of the EU listed VK Company, together with its subsidiary responsible for the state-backed MAX messenger, under Regulation (EU) 2024/1485, the EU’s restrictive-measures framework for the situation in Russia, implemented by Council Implementing Regulation (EU) 2026/1708. The stated grounds concern cooperation with Russian authorities in repressive actions, including providing user data on people who posted content criticising the war against Ukraine. The practical effect of an EU listing is an asset freeze plus a prohibition on EU persons making funds or economic resources available, directly or indirectly, to the listed entity. Paying an invoice for advertising is making funds available.

The reach of these measures is not confined to the money leaving your account. In September 2022 Apple removed VK’s apps from the App Store, saying the developers were majority owned or controlled by parties sanctioned by the UK government, which illustrates how quickly an entity-level designation propagates into distribution, tooling and third-party services that a campaign depends on.

Not legal advice The facts above are drawn from published instruments and contemporaneous reporting. They are a starting point for a conversation with your own counsel and compliance function, not a substitute for one. Sanctions lists change, licences and derogations exist, and the analysis turns on your entity, its ownership and its jurisdiction. Before any contact with the platform, check the list that binds you: the EU Sanctions Map, the UK Sanctions List and the OFAC sanctions list search.

Payment rails are the second constraint, and they bite even where the first does not. VK’s own billing documentation shows what the platform expects. Russian-resident legal entities and sole proprietors contract under a standard offer agreement accepted at registration, and the platform states that a bespoke contract on the client’s own template is not available and that changing the legal entity on an account is not supported, so a corporate restructure means a new account. Individuals resident in Russia pay by domestic cards and payment systems. For non-residents, VK documents card payment with restrictions, listing accepted schemes and a set of issuing countries whose cards are refused. Any advertiser who has to route money into Russia will find that correspondent banking, not the ad platform, is the binding constraint.

The third constraint is compliance with Russian advertising law, which applies to the advertiser as well as the platform. Article 18.1 of Federal Law 38-FZ requires online advertising aimed at Russian consumers to be labelled as advertising and to identify the advertiser, and each online ad requires an erid identifier issued by an authorised advertising data operator and reported to the regulator’s register. From 1 April 2025, advertising distributors and operators of advertising systems owe a quarterly levy of 3 percent of income from distributing internet advertising aimed at consumers located in Russia, and a Russian advertiser buying through a foreign counterparty is responsible for calculating and withholding it. Federal Law 72-FZ, effective 1 September 2025, prohibits advertising on resources that are designated extremist or terrorist, belong to organisations deemed undesirable, or are access-restricted, with administrative fines for legal entities of 100,000 to 500,000 rubles under Article 14.3 of the Code of Administrative Offences. That last rule is the legal mechanism that closed off any residual Meta-platform buying for Russian advertisers.

Editorial note

Why we publish this page at all

A page that only said “you probably cannot buy this” would be useless to the people who need it: compliance teams mapping exposure, researchers comparing platform economics across closed markets, and advertisers with a lawful local presence. So the mechanics below are documented as mechanics. Whether they are available to you is a separate question, answered above and by your counsel. Sourcing and update policy for everything on this site is in our methodology.

The platform after the myTarget merger

The most common factual error in guides to Russian social advertising is describing myTarget as a live, separate buying route. It is not. VK consolidated the legacy VKontakte advertising cabinet and myTarget into one platform, VK Ads, which its documentation describes as a single platform for promoting a business across VK projects and the advertising network.

The migration was explicit rather than silent. VK published a procedure in which an advertiser connected a myTarget account to VK Ads from the Integrations block in settings, selected campaigns in the myTarget dashboard and copied them across, where they appeared as drafts and had to be switched on manually. VK’s own guidance in that document recommends against copying at all: it advises building campaigns natively in VK Ads, warns that settings unsupported in the new platform cause partial copies, and notes that only direct advertisers can copy from their own myTarget accounts. The practical consequence for anyone auditing an account is that a campaign structure inherited from myTarget is probably underusing the platform, because the new versatile ad format expects all images and videos for one concept uploaded into a single ad, from which the system generates the format variants each placement needs.

Formats and placements

VK documents placement in two layers: platforms, meaning the properties where an ad can run, and placements, meaning the slot on those properties.

The platforms are VKontakte, described in VK’s documentation as the largest social network in Russia and the CIS; Odnoklassniki, VK’s second social network; and VK projects, which VK lists as the Mail.ru homepage, Dzen and content properties including Pulse, Auto, Lady and Children. Beyond owned inventory, the VK advertising network extends delivery into third-party sites and apps.

The placements are:

Feed. A promotional post with an image or video, placed among entries in the VKontakte and Odnoklassniki feeds and on the walls of VKontakte communities. This is the workhorse unit.

Column. A unit in the side column, placed on the left under the main VKontakte menu and visible only on desktop.

In-stream video. Video embedded in VKontakte and Odnoklassniki video content, shown on desktop and in the VK mobile app.

Rewarded video and interstitials. Rewarded units offer a reward for viewing, run up to 30 seconds and are unskippable. Interstitials are fullscreen units in mobile apps, mini-apps and their web versions.

Clips and Stories. Clips are short vertical videos up to a minute shown in the Clips section on VKontakte and in Odnoklassniki. Stories are up to 12 seconds in the VKontakte Stories section. Given the Clips view volume VK reports, this is where the platform’s attention has moved.

Sticky banner. A persistent unit at the top or bottom of the screen inside a game or mini-app.

Native ads. A unit matched to the host surface, embedded beneath the VK Video player on mobile.

RuStore. App-install placements inside VK’s own Android app store: the Favourites block on the main page, the top of search results when optimising for installs, and the first slot in the Games and Apps sections, with game ads restricted to Games and app ads to Apps.

Automatic placement selection is on by default for all ads. Manual selection means turning off automatic placements at the ad set step and unticking what you do not want. Creative minimums VK publishes for the standard ad builder are 1080 by 607 pixels for 16:9 images, 600 by 600 for 1:1 and 1080 by 1350 for 4:5, up to 5 MB in jpg or png, and video from 600 by 360 pixels in mp4, mpeg, avi or mov up to 90 MB. Moderation rules are stricter on copy than most Western platforms: VK documents that emoji are not allowed in ad text, that the headline and body must not form a single sentence, and that text on an image should occupy no more than 20 percent of its area.

Targeting and audience data

VK Ads combines declared social-graph signal with first-party data uploads, and the social graph is the differentiated part.

Audiences are assembled from sources that VK lists as other audiences, user lists, app events, mobile app categories, key phrases, pixel events, community subscribers, ad campaign events, lead form events and music listening. Sources combine with AND or OR logic, and any source can be inverted into an exclusion.

Two sources deserve specific attention. Community subscribers lets an advertiser target the members of specific VKontakte or Odnoklassniki communities, up to 300 communities in one audience, with a floor of 50 subscribers per community. VK notes that reach can exceed the member count because users who reacted to a community’s posts are included, and that a user captured through an Odnoklassniki community can be reached across other VK projects, which is the cross-property identity resolution that the merged platform bought. Key phrases builds an audience from users’ search queries and other actions VK classifies as search, which is the closest thing the platform offers to intent targeting.

Re-engagement is built in. Ad campaign events let you collect users who viewed, clicked or watched an ad to 25, 50, 75 or 100 percent, with extra actions for Clips including reactions, shares, subscribes, comments and bookmarks, into up to 10 audiences. Event retention after a campaign stops is 60 days. Lead form audiences can be built on form opens or submissions over a window of up to 365 days.

For demographics and interests, VK offers automatic selection: an algorithm analyses similar campaigns in comparable app and community categories and sets gender, age and interest targeting for you. It is mutually exclusive with manual settings, and enabling it resets anything you set by hand, which is worth knowing before someone clicks it on a campaign you tuned.

Measurement and attribution

The VK Ads pixel is JavaScript placed on the site, managing conversions under a Conversions section. VK publishes plugins for WordPress, 1C-Bitrix, Joomla and OpenCart, documents installation through Google Tag Manager as a Custom HTML tag, and documents manual event calls through the _tmr object for AJAX and single-page applications where a route change has to be reported as a pageview. Click optimisation works by default on all campaigns, but optimising toward anything else, add to cart or a completed lead form, requires pixel events to be configured first.

For mobile, VK documents integrations with MyTracker, AppMetrica, AppsFlyer, Adjust, Branch, Tenjin and Singular, plus SKAdNetwork and direct RuStore install tracking.

Audience data feeds back the other way too: pixel events are an audience source, and offline events can be sent to the pixel, so a CRM-informed retargeting loop is achievable without leaving the platform.

What it costs and how it is transacted

VK does not publish rate-card prices for VK Ads, and no honest guide can quote a single CPM for the platform. It is an auction, and VK documents the mechanics plainly. For impression objectives, effective CPM is the bid multiplied by predicted click-through rate multiplied by 1,000. For conversion objectives, predicted conversion rate to the chosen target action enters the same calculation. Initial CTR and CR estimates come from a model trained on historical data for the objective, targeting and business category, and shift to the campaign’s own performance once enough conversions accumulate. The operational consequence is the usual one for quality-weighted auctions: creative and landing-page performance move your delivered price more than bidding does.

Bid strategies are documented per campaign type. For performance campaigns, minimum price is VK’s recommended default, where you set a budget and the system maximises results within it, and limit price caps the cost per conversion at the cost of narrowing the audience, with VK warning that the cap is a target rather than a guarantee and that the budget will still be spent. For awareness and reach campaigns there is also a fixed price strategy, where the bid does not move with competitors’, which exists for buyers who need a predictable unit cost more than an efficient one.

What VK does publish is the entry threshold. For individuals, the first account top-up is 1,220 rubles and subsequent top-ups start at 610 rubles; those figures include 22 percent VAT, so 1,000 and 500 rubles respectively land on the balance. For foreign clients, the stated minimum payment is 10 dollars or 10 euros depending on the account currency. All dashboard figures, bids, budget limits and remaining balance, are shown excluding VAT. Russian-resident legal entities and sole proprietors are invoiced under the standard offer agreement, with a promised-payment facility available to some prepaid clients at individually set limits. New accounts are also capped at 300 ads, with one additional ad unlocked per 150 rubles of balance or trailing 90-day spend above 3,000 rubles.

Routes to market are narrow. There is the self-serve account; there is an agency structure, with documented agency registration, client linking, access rights and agency billing; and there are direct deals, a marketplace inside the platform for negotiated buys with traffic providers.

Watch-outs

What catches buyers out on VK

  1. Treating a sanctions question as a procurement question. Whether a given entity may pay VK is a legal determination about your jurisdiction and your ownership, made before any conversation with the platform, not a box ticked during onboarding.
  2. Planning around myTarget. It is not a separate live buying route. Campaign structures copied from it rather than rebuilt natively tend to underuse the versatile ad format and the merged cross-property audiences.
  3. Assuming VAT-inclusive figures in the dashboard. VK states that bids, budget limits and balances display excluding VAT at 22 percent, so a budget reconciled against an invoice will not match unless you account for it.
  4. Ignoring the erid and labelling regime. Online advertising aimed at Russian consumers must be labelled and registered with an authorised advertising data operator. This is an advertiser obligation, not only a platform one.
  5. Letting automatic targeting overwrite a tuned campaign. Enabling automatic selection of demographics and interests resets manual settings, and the two cannot run together.
  6. Reading VK reach as audited. Audience figures are company-reported quarterly numbers. Useful and consistent, but not third-party measured, and they should not carry the weight of a verified benchmark in a plan.

Where this sits in a global plan

For most international advertisers, the practical outcome is that Russia is a market you exclude deliberately and document, not one you plan into a regional buy. The useful comparison is with other markets where domestic platforms displaced global ones, though for entirely different reasons: see our China guide, where WeChat and the domestic ecosystem dominate behind the firewall, and our South Korea guide, where Naver and Kakao hold search and messaging against Google and Meta. For a nearby market that CEE-focused buyers often use instead, the Poland guide covers a conventional open-auction landscape.

Cost context for platforms we can verify lives in the benchmark database, with offline channel rates in costs and the other platform guides in platforms. Every figure we publish carries a source, a source type and a verification date, per our methodology. Our VK benchmark hub is where any verified VK cost data would appear; we do not fill it with estimates in the meantime, and the reasoning for that restraint is the same reasoning behind this page.

FAQ

Can a Western company advertise on VK Ads?
It depends entirely on where the buying entity is established, and the answer for many EU buyers is no. On 13 July 2026 the Council of the EU listed VK Company under Regulation (EU) 2024/1485, its human rights regime, through Council Implementing Regulation (EU) 2026/1708. An EU listing means an asset freeze plus a prohibition on making funds or economic resources available to the listed entity, which is what paying for advertising would be. Other jurisdictions have their own lists and their own answers. This is a factual description of published measures, not legal advice, and no guide can substitute for your own counsel and a current check of the consolidated list that binds you.
Is myTarget still a separate advertising platform?
No. VK consolidated the old VKontakte advertising cabinet and myTarget into a single platform called VK Ads, and its own documentation now positions VK Ads as one account for promotion across VK projects and the VK advertising network. VK published a formal migration path in which advertisers connected a myTarget account, selected campaigns and copied them into VK Ads, where they arrived as drafts rather than launching automatically. VK explicitly recommended rebuilding campaigns natively instead of copying them, because myTarget settings that VK Ads does not support cause partial copies. Guides that still describe myTarget as a live buying route are out of date.
How large is VK's audience?
VK reports its own audience quarterly. For the second quarter of 2026 it stated that VKontakte's average daily audience in Russia grew by 5 million year on year to 65.2 million users, and that the network's average monthly audience in Russia rose by 1.8 million to 94.3 million. VK Video reported an average monthly audience in Russia of 83.1 million, up 11 percent, and average daily views of VK Clips grew 15 percent year on year to 3.4 billion. These are company-reported figures rather than independently audited ones, which is the normal caveat on any platform's self-published reach.
What does VK Ads cost?
VK does not publish rate-card prices, because VK Ads is an auction. Its documentation describes an effective CPM in which the bid is multiplied by predicted click-through rate, and for conversion objectives by predicted conversion rate as well, so a lower bid with stronger creative can win an impression outright. What VK does publish are entry thresholds. The first account top-up for individuals is 1,220 rubles and subsequent top-ups start at 610 rubles, amounts that include 22 percent VAT, so 1,000 and 500 rubles respectively reach the balance. For foreign clients the stated minimum payment is 10 dollars or 10 euros.
What are the main VK Ads placements?
VK documents placement across VKontakte, Odnoklassniki and other VK projects including the Mail.ru homepage and Dzen, plus the VK advertising network of third-party sites and apps. The placement inventory covers the feed, the desktop left column, in-stream video inside VKontakte and Odnoklassniki videos, rewarded video and interstitials in apps and mini-apps, VK Clips and Stories, sticky banners in games and mini-apps, native units beneath the VK Video player on mobile, and app-install placements inside RuStore. Automatic placement selection is the default, and manual selection is a toggle in the ad set step.
Does advertising in Russia have extra compliance requirements?
Yes, and they are unusual by international standards. Online advertising aimed at Russian consumers must be labelled and registered: Article 18.1 of Federal Law 38-FZ requires the Russian word for advertising plus advertiser identification, and every online ad needs an erid token issued by an authorised advertising data operator. Separately, from 1 April 2025 advertising distributors and advertising system operators owe a quarterly levy of 3 percent of income from internet advertising directed at consumers in Russia. Federal Law 72-FZ, in force from 1 September 2025, also prohibits advertising on resources designated extremist, terrorist, undesirable or access-restricted.
